If you have deleted a file and then realize that you need it back, there are several ways to recover a deleted download. If you accidentally delete a download, it most likely will be in the recycling bin unless you have emptied it recently or have it set to empty on its own. The recycling bin is put into place to add an extra step when deleting files to make sure that you have to confirm twice before something is removed from your hard drive.
Think of it as a safety net that always has your back. Step 2. Look for the file from within the recycling bin window. You can also search for it by typing in the name of it if you have a lot of files to search through which will make it much easier to find.
Step 3. Click restore on the deleted download to put it back onto your computer. When you download a file from your web browser, most will save the download path so that you can download it again at a later date if needed.

The temporary files folder is created by the Windows operating system on your computer. The reason I ask is that those folders appear to be for Yosemite and Sierra which are Apple versions, and Redstone which is a Windows 10 version. So perhaps an Upgrade you did in Bootcamp or an attempt to install that replaced your Downloads with those folders.
However I have to tell you that I've seen almost everything in forums daily over 10 years time, and I have not seen this before. The only way I know that WIndows could single out your Downloads folder for deletion is if Storage Sense is preset for this, then run during automatic maintenance.
IF Disk Cleanup also had Downloads preset to delete which you said yours did not then it's possible it could have done this. Whatever it is is something very odd, and looks like it's related to a Version Update or Bootcamp since it left those folders in your downloads. I just ran Avast anti-virus and got some errors here's what I got. I don't think a file can delete files in a directory. As I said before, there is only two ways I know that this can happen and it seems they were eliminated.
However when you mention Avast then we have a suspect. Norton or McAfee, but we have solved many problems over the years by having them uninstalled. Clean up anything found, restart PC and then run again until it comes up clean.
